Democratic lawmakers say they are concerned about President Donald Trump’s mental state following treatment for COVID-19 and introduced legislation Friday to create a commission to determine if the president is fit for office under the 25th Amendment to the U.S. Constitution.

The discussion comes just 24 days before the Nov.3 election.

Rep. Jamie Raskin, D-Md., said there never has been a good time to set up the commission but the current situation has focused everyone’s attention.

House Speaker Nancy Pelosi denied this is just another attempt by Democrats to go around the voting process.

“This is not about President Trump. He will face the judgment of voters. But he shows the need to create a process for future presidents,” Pelosi said.

The 25th Amendment was ratified in 1967 to clarify the process, and though it calls for such a commission, one never was set up.

Historically, the practice has been for the vice president to succeed to the nation’s highest office, if the president was out of the picture.

George H.W. Bush became acting president in July 1985 while Ronald Reagan underwent a colonoscopy, but not when Reagan was shot in 1981. Richard Cheney became acting president in June 2002 and July 2007 while George W. Bush underwent colonoscopies. In all three cases, the president sent letters to the speaker of the House and president pro tem of the Senate, making the appointments. Subsequent letters then were submitted rescinding the appointments.

The last time a vice president succeeded to the presidency due to the death of a president was 1963 when Lyndon Johnson became president after John F. Kennedy was assassinated.

If the vice president and majority of the president’s cabinet determine the president is unable to perform the duties of office, they can issue a declaration and transfer power to the vice president.

Pelosi Thursday said the president appears to be “in an altered state right now,” citing the powerful steroid dexamethasone he was prescribed to treat COVID-19. The steroid is known for causing aggression, irritability and interference with thought processes. She also mentioned Trump bragging about the medications he was given, all of which still are undergoing evaluation.

Trump responded by calling Pelosi crazy.

Pelosi cited Trump’s tweet Tuesday ordering an end to stimulus negotiations while Senate Majority Leader Mitch McConnell admitted he had stopped going to the White House in August because he was dissatisfied with the precautions being taken against spread of the coronavirus.

This is not the first time invoking the 25th Amendment has come up during Trump’s presidency. The New York Times reported former Deputy Attorney General Rod Rosenstein suggested it two years ago during the investigation into Russian interference in the 2016 election.

House of Representatives Votes Unanimously in Favor of the STANDUP Act (H.R. 7293)

NEWTOWN, Conn., Sept. 30, 2020 /PRNewswire/ — Last night, the U.S. House of Representatives voted unanimously in favor of the Suicide Training and Awareness Nationally Delivered for Universal Prevention (STANDUP) Act of 2020. The bill encourages states to expand access to evidence-based suicide prevention training to students in grades 6 through 12.

  • Mental Health Services for Students Act (H.R. 1109), which would provide funding for public schools across the country to partner with local mental health professionals to establish on-site mental health care services for students;

  • Effective Suicide Screening and Assessment in the Emergency Department Act (H.R. 4861) which would assist emergency departments to develop better suicide risk protocols through the Department of Health and Human Services; and

  • Pursuing Equity in Mental Health Act of 2019 (H.R. 5469), the first comprehensive federal legislation to addresses increasing suicide rates and mental health disorders among Black youth by providing grants for culturally appropriate mental health services in schools and community settings.

The Fire Prevention team is cooking up some excitement for Fire Prevention Week 2020, themed “Serve Up Fire Safety in the Kitchen!” aboard Marine Corps Logistics Base Barstow, California, October 4 – 10.

The goal of Fire Prevention Week is to involve people, children and adults alike, to learn how to stay safe in case of a fire.

“Firefighters provide lifesaving public education in an effort to drastically decrease casualties caused by fires,” said Michelle Bledsoe, fire prevention officer on base.

This year the focus is on preventable fires and injuries that happen while cooking in one’s kitchen or while barbequing in their yard.

“During 2014 – 2018, local fire departments responded to approximately 172,900 home cooking fires per year,” said Paul Aguilar, fire prevention officer aboard MCLB Barstow. “These fires caused an average of 550 civilian deaths; 4,820 civilian injuries; and $1.2 billion in direct property damage annually. Cooking caused almost half of the reported home fires, 49 percent, and home fire injuries, 44 percent, and one in five home fire deaths, 21 percent. Cooking was the leading cause of reported home fires and home fire injuries and the second leading cause of home fire deaths.”

One of the things that makes cooking such a hazard is indeed the fire or hot surface itself. However, in many cases, it is human error, negligence or complacency which is the root cause of the disaster. So, it’s important for families to learn and teach proper kitchen safety etiquette.

“One common cooking related injury is caused by introducing frozen foods to hot grease or oil,” said Greg Kunkel, Emergency Medical Services chief on base. “Typically, when ice melts it turns to water then to a vapor. When frozen foods are dropped into the hot oil, it causes what is called ‘sublimation,’ which means it skips the water stage and goes straight from solid to vapor, suddenly and violently causing mini explosion. The expansion rate of the ice to gas is crazy! It expands at a factor of 1,600. So, those mini explosions the oil to pop and spray, potentially burning the cook.”

“Cooking is such a routine activity that it is easy to forget that the high temperatures used can easily start a fire,” said Nicholas Llewellyn, fire prevention officer aboard MCLB Barstow. “Sometimes people become complacent and leave items unattended. Sometimes, especially during holidays, sporting events, or other activities, it can be easy to get distracted. For example, home fires caused by cooking peak during Thanksgiving and Christmas when people may be cooking more than usual, but may also be distracted by visiting family members and friends. Always be attentive to what’s cooking and never leave any items on the stove or oven unattended.”

The lawmakers raised concerns about whether the firm will have “access to sensitive voter information” and whether any of the consultants on the Biden campaign will also be working on the project, noting the firm’s managing director is a senior strategist for Biden’s campaign. They also questioned why other firms that don’t have political ties to a candidate weren’t selected for the contract.

“A review of websites of the other two contract finalists shows that neither company appears to have listed publicly any 2020 election political candidate clients. This raises questions about why the contract was awarded to a firm that has such an obvious interest in the outcome of the federal election,” they wrote.

Israel, Arab states set to sign Trump-brokered deals in White House ceremony

Israel will officially sign deals to normalize ties with the Gulf states of the United Arab Emirates and Bahrain on Tuesday that were brokered by President Donald Trump in what is described as a diplomatic breakthrough.

The agreements — called the Abraham Accords — will be signed by Israeli Prime Minister Benjamin Netanyahu, Emirati Foreign Minister Sheikh Abdullah bin Zayed al Nahyan and Bahrain Foreign Minister Abdullatif al-Zayani during a ceremony at the White House.

“Instead of focusing on past conflicts, people are now focused on creating a vibrant future filled with endless possibilities,” White House senior adviser Jared Kushner, who helped negotiate the agreements, said in a statement late Monday.

The UAE and Bahrain are the third and fourth Arab states to normalize ties with Israel despite the country not having reached a resolution to the entrenched dispute with the Palestinians.

The last peace treaties with Israel were signed by Egypt in 1979 and Jordan in 1994.

The new agreements will see Israel suspend its claim of sovereignty over areas outlined in the Trump administration’s Mideast peace plan.

While marking a diplomatic victory for Trump ahead of November’s presidential election, the agreements have outraged Palestinians, sparking protests across the region.

Palestinian Prime Minister Mohammad Shtayyeh condemned the move, saying on Twitter that it erodes unity between Arab states.

“This day will be added to the calendar of Palestinian pain and the record of Arab fractures,” he said.

Critics warn the new deals also risk undermining the 2002 Arab peace initiative, which was proposed by Saudi Arabia and endorsed by the Arab League, which called for normalization of ties with Israel on the condition that Israeli forces were withdrawn from the West Bank, east Jerusalem and the Gaza Strip.

“Peace which does not include the realization of the rights of all Palestinians will be one without justice,” Shawan Jabarin, general director of the independent Palestinian human rights organization Al-Haq, said.

Still, the deal is a positive development for the region, setting the stage for increased trade, tourism and diplomacy, Yossi Mekelberg, professor of international relations at Regent’s University London, told NBC News.

“This is a big moment, it’s an historic moment and we shouldn’t underestimate how important it is,” he said.

The House, red states, large employers rejecting Trump payroll-tax holiday

The House of Representatives on Friday became the latest employer to reject President Donald Trump’s payroll-tax deferral for its employees.

It joins several large companies and some red states that have already spurned the measure. The sparse involvement from employers threatens to inflict a heavy blow on a measure the Trump administration touted as an effective way to get money to households and boost spending.

In an email to employees, the House’s Chief Administrative Officer Philip Kiko said the lower chamber “determined that implementing the deferral would not be in the best interests of the House or our employees.”

It continued: “As a result, we will not implement the payroll tax deferral.”

Rep. Kevin Brady, a top Republican on the House Ways and Means Committee, announced on Thursday he was deferring the tax for some of his staff, according to the Wall Street Journal’s Richard Rubin. Brady’s office did not immediately respond to a request for comment.

Last month, Trump signed an executive order to implement a payroll-tax holiday through December 31. Employees earning under $4,000 every two weeks — or below $104,000 yearly — won’t have to pay the 6.2% tax out of their paychecks, which is used to fund Social Security.

Employers can choose whether they want to defer the tax payment. But its not waived since it requires Congress to step in.

Trump’s directive has triggered significant criticism from business groups and tax experts. Several large employers have rebuffed taking part in the holiday, such as CVS Health, United Parcel Service, Home Depot, and JP Morgan Chase, The Wall Street Journal reported.

“It’s needless complication for virtually no benefit for employees and a lot of risk on employers,” Seth Hanlon, a senior fellow at the left-leaning Center for American progress, told Business Insider. “The fact that few employers would take this up was totally foreseeable — the scheme just didn’t work.”

At least two states with Republican governors — Indiana and Arizona — have opted out of the plan, per The Washington Post. So far, the federal government is implementing the tax holiday for federal workers, active US troops, and civilian contractors within the Defense Department — none of whom can opt out.

Six other Colorado River states send warning to Interior over Utah’s Lake Powell Pipeline

Six states with claim to water in the Colorado River have fired a warning shot at Utah over the controversial Lake Powell Pipeline.

Don’t allow Utah to bum-rush approval for the 150-mile pipeline, the six states warned in a letter to Secretary of Interior David Bernhardt, or there could be far-reaching consequences.

The letter, signed by top water officials from Arizona, California, Colorado, New Mexico, Nevada and Wyoming, says there are “substantive legal and operational issues” around the pipeline that remain unresolved, despite the proposed project nearing a stage where federal approval could be issued.

While the federal government — in this case, the Bureau of Reclamation — may normally have full authority to issue approval for an infrastructure project like this, Colorado River water is governed by a complicated and oftentimes litigious collection of inter-state compacts and Supreme Court cases known as The Law of the River.

The six states — all of the water rights holders aside from the Beehive State — are alleging Utah is attempting to circumvent this 100-year-old body of laws and compacts, potentially jeopardizing cooperation between the seven states with rights to Colorado River water — one of the west’s most finite and sought-after resources relied on by approximately 40 million people. 

“Moreover, we believe the probability of multi-year litigation over a Lake Powell Pipeline (final environmental impact statement) or (record of decision) is high, and that certain Law of the River questions properly left to discussions and resolution between the states are likely to be raised in such suits,” the letter reads.”

In a written statement, the Washington County Water Conservation District said it will work diligently with the other basin states to resolve concerns while the environmental review process is underway. 

“The district will join Utah and the basin states in finding mutually agreeable solutions that allow each state to develop its water as has traditionally been the case,” the conservation district wrote. 

The six states are looking for ‘consensus’

The Lake Powell Pipeline is Utah’s answer to expected water shortages as more and more people are projected to move to the arid desert of Washington County over the next several decades.

Projections from Utah expect population in the greater St. George area to balloon from about 180,000 people today to nearly a half-million by 2065, creating a need for water that exceeds what’s currently available, according to proponents of the project.

At peak production, the pipeline is proposed to transport about 86,000 acre-feet of water a year from Lake Powell to Sand Hollow Reservoir 140 miles away, not only increasing the amount of water available but adding another source of water to southwestern Utah’s portfolio, which currently relies solely on sources in the Virgin River Basin.
