White House calls for Congress to release unused small business loans

Oct. 11 (UPI) — Treasury Secretary Steven Mnuchin and White House Chief of Staff Mark Meadows on Sunday sent a letter to Congress calling for the release of unused Paycheck Protection Program funds amid ongoing talks on an additional round of COVID-19 stimulus.

Mnuchin and Meadows urged lawmakers to release the $134 billion in loans provided to small businesses to maintain operations and retain employees included in the $2 trillion CARES Act passed in March, while also criticizing Congress — particularly House Speaker Nancy Pelosi and Senate Democratic leader Chuck Schumer — for their “all-or-nothing” approach to negotiating additional stimulus.

“The House has passed two separate partisan bills instead of compromising with us on bipartisan legislation like we have done in the past,” they wrote. “We will continue to try to work with Speaker Pelosi and Senator Schumer. It is not just about the top-line number but also about legislation that can be passed by the House and the Senate and signed into law by President Trump to help the American people.”

The letter comes after Mnuchin introduced a $1.8 trillion proposal on Friday, raising the White House’s previous offer of $1.6 trillion and inching closer to the $2.2 trillion package passed by the Democratic-led House earlier this month.

Mnuchin’s proposal was met with criticism from Democrats who believed it was not enough and some Republicans who believe the funding is too high.

Appearing on CNN’s State of the Union, White House Economic Adviser Larry Kudlow said that he believes Senate Republicans can come to an agreement in support of a newly proposed $1.8 trillion package despite host Jake Tapper noting that 20 GOP members of the chamber criticized the latest proposal from the Treasury Secretary Steven Mnuchin as a “death knell” for the measure.

“I don’t think it’s dead at all. I spoke to Secretary Mnuchin last evening. Look, don’t forget, the Republicans in the Senate put up their own bill a few weeks ago and got 53 votes, I think it was,” Kudlow said, referring to a so-called “skinny” $300 billion relief bill that failed to meet the 60 vote threshold to pass in September.

“I think, if an agreement can be reached, they will go along with it.”

Democrats have pushed to reinstate enhanced federal unemployment insurance at $600 a week through January, while Mnuchin last offered $400 a week at most. The Trump administration has also resisted providing states with any more than $150 billion in federal funding they received in a stimulus package earlier this year, while Pelosi has called for at least $436 billion in relief for states.

In a letter to Democratic colleagues on Saturday, Pelosi said the latest offer from the White House was “insufficient,” calling on the administration to commit to addressing issues related to combatting the virus such as testing, contact tracing and treatment.

House Republicans release recommendations for China crackdown

House Minority Leader Kevin McCarthy said at a Wednesday news conference that he had been working for nearly eight months to assemble a bipartisan task force to address economic, technological, military and political threats from China. But Democrats ultimately bailed on the initiative the night before it was supposed to be announced, McCarthy said.

President Donald Trump and the GOP — who have made cracking down on China a central campaign theme — have tried to paint Democratic presidential nominee Joe Biden as soft on China. Democrats, of course, reject the charges and point out that Trump initially touted Chinese President Xi Jinping’s response to the coronavirus.

The GOP’s report lays out 83 key findings and makes 430 policy recommendations, two-thirds of which are bipartisan, according to McCarthy. Since its inception, the task force has met with 125 people, including policy experts, business leaders, lawmakers and current and former administration officials.

“It is not only the most thorough report on China in the history of the House, it’s bold, achievable, and bipartisan,” McCarthy told reporters. “It doesn’t just lay out the challenges, it lays out the solutions.”

The blueprint calls for securing medical and national security supply chains, striking a bilateral free trade agreement with Taiwan and limiting the Thrift Savings Plan from investing in certain Chinese companies. The report also calls for evaluating whether the Chinese Communist Party’s crimes against humanity in Xinjiang amount to genocide and providing a safe harbor for Hong Kong refugees.

During a press conference, task force members highlighted the stack of recommendations that already have strong bipartisan support and expressed hope that many of them could actually become law.

“I don’t know of another issue in American politics that united me and Chuck Schumer as closely as countering the Chinese Communist Party,” said Rep. Mike Gallagher (R-Wis.).

McCarthy, when pressed on whether he thought Biden would be willing to implement these recommendations if he wins the White House, said he was concerned that the former vice president wouldn’t be as tough as the Trump administration in standing up to China.

“I would hope Joe Biden would read this report,” McCarthy said. “But that would be a real concern to me of why switching administrations would be wrong.”

McCarthy has also highlighted the China Task Force recommendations in his election-year agenda that was released earlier this month, signaling it would be a top priority for the GOP if they win back the House.

White House intervened to halt release of Bolton book with flawed classification review, federal official says

The Trump administration unsuccessfully sued in June to block the release of Bolton’s White House memoir, “The Room Where It Happened,” after a review completed by Knight concluded in April it no longer contained classified information. At that point, however, an untrained Trump appointee undertook a new review and wrongly challenged hundreds of passages leading to the government litigation, Knight asserted.

Objecting that “a designedly apolitical process had been commandeered by political appointees for a seemingly political purpose,” Knight said several government attorneys agreed in a later debriefing when she speculated that the reason the Justice Department was suing Bolton was “because the most powerful man in the world said that it needed to happen,” Wainstein wrote.

Wednesday’s court filing is the latest revelation triggered by Bolton’s disclosures over his 17-month tenure as President Trump’s top national security official, in which he painted a withering portrait of Trump as an “erratic” and “stunningly uninformed” leader who repeatedly sought foreign leaders’ assistance for his personal benefit.

It comes after a June 20 ruling in which U.S. District Judge Royce C. Lamberth of the District of Columbia denied the Trump administration’s request to halt publication, but said that government might be able to seize Bolton’s profits if the book’s release came without written White House authorization that it contained no classified material.

Bolton “exposed his country to harm and himself to civil (and potentially criminal) liability” in further litigation, the judge warned.

All sides are due back in court Thursday for further arguments. It is not clear what impact Knight’s disclosures may have. Lamberth said Bolton should have sued the government instead of“unilaterally” opting out of the review process if he was dissatisfied with it.

Separately, a federal grand jury has issued subpoenas to Bolton’s publisher as part of a Justice Department investigation into whether he criminally mishandled classified information in the book.

In a statement last week, Bolton’s lawyer, Charles J. Cooper, said, “Ambassador Bolton emphatically rejects any claim that he acted improperly, let alone criminally, in connection with the publication of his book, and he will cooperate fully, as he has throughout, with any official inquiry into his conduct.”

The White House did not immediately respond to a request for comment.

Justice Department spokeswoman Kerri Kupec said, “Mr. Bolton chose to publish a manuscript that four senior National Security officials have stated, under penalty of perjury, contains classified information,” and that “Ms. Knight’s letter confirms that Mr. Bolton did not receive the appropriate and required written, pre-publication approval.” Kupec added, “The publication of a memoir by a former National Security Adviser, right after his departure, is an unprecedented action, and it is not surprising that National Security Council staff would pay close attention to ensure that the book does not contain the release of classified information.”
