Hell’s Kitchen Board Implores City To Reduce Hotel Shelters

HELL’S KITCHEN, NY — A Hell’s Kitchen community board renewed a call this week for the city to reduce the density of temporary homeless shelters in the neighborhood, saying increased crime and drug use associated with the facilities was causing a public health crisis in the area.

Members of Community Board 4 strained to distinguish the situation in Hell’s Kitchen from similar battles over the pandemic-era hotel shelters that have played out in other neighborhoods, saying they objected only to the concentration of shelters around West 36th and 37th streets and were open to relocating the shelters to elsewhere in the district.

“This is not NIMBYism. This is a common-sense request for a reduction,” board member Maria Ortiz said, using the acronym for “not in my backyard.”

The board voted unanimously Wednesday to send a letter to Mayor Bill de Blasio, Police Commissioner Dermot Shea and Department of Homeless Services Commissioner Steven Banks, noting that three hotels on the two streets have been converted into temporary shelters — part of the city’s effort to reduce crowding during the coronavirus pandemic.

A handful of residents who spoke at Wednesday’s meeting said that more than 800 shelter beds on 36th and 37th streets have caused a marked decline in their quality of life.

“We all legitimately fear for our safety and health every time we walk out the front door,” neighbor Brian Weber said.

Resident Alexander Vitelli said he objected to the open drug use and perceived crime increase that arrived along with shelters, rather than the homeless residents themselves.

“I’m not going to sit here and say that it’s a homeless issue,” he said. “This is more than that — it is a mental health issue, it is a drug issue.”

‘We’re not looking to ship this out’

For months, Midtown and Hell’s Kitchen residents have complained about being host to a disproportionate number of temporary shelters. An August NY1 report found that the neighborhood had the most “homeless hotels” anywhere in the city.

That includes the SpringHill Suites and DoubleTree hotels on West 36th Street and the Hilton Garden Inn on 37th, according to the board.

In a draft of the board’s letter, which was shared with Patch, members also cite open intoxication, sexual harassment of women, aggressive panhandling, senior citizens being knocked down on the sidewalk and groups of maskless people congregated on sidewalks, among other concerns.

Besides reducing density, the board asks city officials to hold shelter providers accountable for poor management, provide homeless street outreach in the area and coordinate NYPD public safety enforcement.

Board chair Lowell Kern noted that the board had sent three previous letters to DHS about shelter density but that the agency had responded dismissively, saying the coronavirus crisis required emergency measures.

Unkai refers to the early morning fog or low-rise clouds that, when viewed from above, resemble a ‘sea of clouds’. These clouds can be found year-round if you’re at a high enough altitude, but reach peak visibility in autumn and winter.

If you were climbing mountains just to see unkai, you’d have to be up at the crack of dawn to catch them in time. The artificial clouds at Hotel Chinzanso, however, are released throughout the day from morning to late night, so you can sleep in and still enjoy the spectacular view in the afternoon. And it gets better: after dark, 1,000 lights are lit up around the garden to illuminate the scenery and the property’s stunning three-storey pagoda.

The garden is free to visit, but it’s only open to hotel guests, who can roam around the premises at their leisure. If you’re not staying the night, just dine at any of the hotel restaurants, or opt for the themed dinner at the garden terrace for a grand view of the spectacle. From October 8 to October 31, a French dinner course will be served at the garden terrace for ¥10,000. The menu includes a selection of appetisers, steak fondue and dessert; champagne, mulled wine and free-flowing drinks are included in the price.

The Vancouver Island couple who built Sooke Harbour House into one of Canada’s most renowned tourist destinations has won a resounding victory in their battle to wrest control of their beloved hotel away from a pair of purported financiers. 

In a blistering decision Tuesday, a B.C. Supreme Court judge awarded Frederique and Sinclair Philip — now in their 70s — more than $4 million for the “six-year odyssey of lies, excuses, threats, intimidation and bullying” they suffered at the hands of Timothy Durkin and his partner Roger Gregory.

In a 94-page ruling, Justice Bill Basran concluded the Philips’ “reasonable expectation of a comfortable and well-deserved retirement has been effectively stolen from them because they unknowingly put their future in the hands of these two fundamentally dishonest individuals.”

The judge reserved especially harsh words for Durkin, who — according to the judgment — swore a false affidavit in order to obtain an injunction that kept the Philips away from the hotel while he fought them in court.

“His view of the truth is whatever will serve his interests in the moment. He is entirely unencumbered by ordinary norms of morality, integrity and decency. He is a garden-variety bully who preys upon those whom he perceives to be weaker than himself and vulnerable to his mistruths and manipulation,” Basran wrote.

“Unfortunately for the Philips, they were victims of Mr. Durkin’s countless lies and deceptions.”

The toast of the culinary world

The decision marks the latest turn in a saga that has been ongoing since 2014, when the Philips — burdened by debt that started with the global financial crisis — first met Durkin and Gregory.

In the 35 years prior, they had turned the six-room bed and breakfast they purchased in 1979 into a culinary sensation beloved by wine and food critics, frequented by celebrities and world leaders and honoured by Canada’s Governor General.

The Philips reached a share purchase agreement in 2014 that would have seen Durkin and Gregory purchase their interest in the hotel for $6 million. 

The Philips believed they were going to get $2 million, and according to the judgment, Durkin assured them that his company — SHH Holdings — had the resources to cover the existing mortgage and interest owed to the Business Development Bank of Canada.

In fact, Basran found that despite Durkin and Gregory’s grand promises of a “syndicate” or “posse” of investors from Tehran to Zurich — SHH Holdings never raised more than $54,000.

The judge said Durkin took control of hotel operations and kept stringing the Philips along, until they ultimately signed a settlement agreement in which Durkin promised his company would pay off the mortgage and give the Phillips $1.5 million.

The Garden Room restaurant and bar to open at Port Lympne Hotel & Reserve

A new restaurant and bar is set to open at Port Lympne wild animal park.

The Garden Room will serve “unpretentious food that celebrates the best of British cuisine”, according to the team behind it.

It will be located at the Hythe animal reserve and nestled within Sir Philip Sassoon’s original stable yard and will be the first restaurant within the main reserve to be open to guests not visiting the park or staying in its variety of on-site accommodation.



Sir Philip Sassoon was a politician who previously owned the mansion at Port Lympne before it was taken over by the Aspinall family.

The Garden Room will be open seven days a week and will also introduce a traditional Sunday lunch menu.

In addition, diners who book a table for Sunday lunch will have complimentary access to the reserve.

The menu has been designed by Port Lympne’s executive head chef Lee Edney and will include dishes such as Romney Marsh lamb with confit garlic, broccoli and pearl barley risotto, tuna sashimi with soy and mirin dressing, avocado, orange and tobiko caviar as well as Longland farm chicken with sweetcorn, cep puree, girolles and cavolo nero.

Many of the ingredients will be sourced from the reserve’s very own growers based at Walmestone near Wingham.

An extensive drinks menu will also include unique botanical themed cocktail, locally produced wines and a range of Kent ales.

The restaurant has been refurbished by Interior Designer Victoria Aspinall, wife of Damian Aspinall, and features glass chandeliers, vaulted glazed ceiling, mirrored garden walls and oversized brass lanterns.

Head Chef Lee Edney said: “The new menu will appeal to every taste and showcases the exceptional range of produce available in Kent, including a seasonal crumble with fruits sourced within the Port Lympne and Howletts estate.

“The highlight of this menu is not only its innovative use of great, fresh flavours, but also its commitment to seasonality.”

The Garden Room, which will have seating for 100 people, will open on Thursday, October 1.

Reservation requests can initially be made by filling in an online reservation request at aspinallfoundation.org/garden-room/

Port Lympne is already home to a wide portfolio of accommodation and three other on-site restaurants.

The park, run by The Aspinall Foundation, was recently granted permission to start work on Giraffe Hall, a 10-bed boutique hotel that will allow guests to get up close and personal with the giraffes.

Thousands of people are already on the waiting list for a stay .

Earlier this week, the safari experience at the park was halted after a bomb was discovered on site . It was found to contain no explosive content and removed.

Interior Health is warning of a potential coronavirus exposure following a private party at a hotel in downtown Kelowna during the Labour Day weekend.

According to the health agency, a number of people gathered in a common area or on a balcony at Hotel Zed on Abbott Street during the early hours of Monday, Sept. 7.

Interior Health says the people may have been exposed to COVID-19, adding the party is reported to have taken place between midnight and 3:30 a.m.

“Interior Health is working closely with the Hotel Zed, but individuals who attended this party may not have been registered guests,” said the health agency.

“Public health officials are asking people who attended this party to self-monitor closely for symptoms of COVID-19 and to get tested if they begin to exhibit symptoms.”

In an interview with Global News, IH medical health officer Dr. Silvina Mema said two people at the party tested positive after the party.

“There was a gathering in the early morning of Sept. 7, and a number of people attended that gathering,” said Mema.

“We are not clear how many people were at that gathering, but after that gathering, we know that two individuals tested positive and were infectious during the gathering.”

Interior Health said contact tracing is underway and, where possible, it is reaching out directly to individuals who have been exposed.

“This potential exposure is a reminder of how important it is to keep gatherings small and to people you know as we head into the fall,” said Interior Health.

It added that people seeking a test should call their primary care provider or the closest Interior Health community testing and assessment centre.

Interior Health says testing is recommended for anyone experiencing symptoms of COVID-19, including:

Shortness of breath or difficulty breathing

Loss of sense of taste or smell

It also said other milder symptoms may include runny nose, fatigue, body aches, diarrhea, headache, sore throat, vomiting and red eyes.

St. James Hotel has new feel with Scarlet Kitchen and Bar

“The planning took several months,” said Marilyne Bouteiller, director of sales and marketing for the St. Jame Hotel. “A year ago we worked on the outside patio and expanded it. This year we did the inside.”

The area for the new restaurant used to be The Veranda Restaurant. In addition to physical work and a new name, the restaurant also has a new menu, according to Bouteiller.

“We did a rebranding,” Bouteiller said. “We renamed the restaurant. We kept some of the staples that people liked in the past, but we have a brand new menu with more local food.”

Jennifer Olson, director of food and beverage at the St. James Hotel, said, “The menu is influenced by regional cuisine and sourced with local ingredients. Our culinary team recreated community-inspired family recipes with a modern twist for guests to truly experience a taste of southern Minnesota.”

Bouteiller said that using local family recipes adds a fun element to the dining experience.

“When you look at the menu, there is a story behind every dish,” she said. “We are training our waiters and servers to understand those stories, so they can be explained to the consumer.”

The Scarlet Kitchen and Bar kept some of the Veranda Restaurant’s best features including the floor-to-ceiling windows overlooking the Mississippi River. The new design also incorporates Red Wing history with a tabletop made from Red Wing Pottery, and leather accents from the hotel’s parent company, Red Wing Shoes.

“Scarlet interprets the city of Red Wing,” Olson said, “magnifying the town’s unique history and allure through design elements.”

A hallway near the new restaurant has been converted into an archive room. In addition to photos and stories from the history of the St. James Hotel, it features items and stories from Red Wing Shoes, The Sheldon Theatre, the arts and pottery, and the Mississippi River.

“The theme of the room is what made Red Wing over the years,” Bouteiller said.

The interior renovation began in December 2019, the restaurant’s outside patio opened on July 1. The inside portion of the Scarlet Kitchen and Bar opened on July 13.

The 67-room St. James Hotel has been independently owned and operated by Red Wing Shoe Co. since 1977. The building features 17,000 square feet of meeting space, two restaurants, a coffee shop, a hair salon, a flower shop, a medi-spa, and a clothing store. In 2019, the hotel received the “Best Small Historic Hotel” award from Historic Hotels of America, and it is listed on the National Register of Historic Places.
