D.C. reports increased demand for coronavirus tests amid White House outbreak

A testing site outside the White House on Friday urged anyone who had worked or visited to get tested. That site conducted only 80 tests, far below the hundreds processed at other locations, said Susana Castillo, a Bowser spokeswoman.

The city will not operate a testing site near the White House this week.

The increase in testing demand comes as D.C. is seeing a rise in infections this month. The city was reporting a rolling seven-day average of 5.3 cases per 100,000 residents on Oct. 1 — a number that had risen to 9.5 as of Saturday.

City officials offered no explanation for the increasing caseload, and it’s unclear whether the rise is connected to the White House outbreak. Only D.C. residents appear in the city’s count, and many federal officials declare residency elsewhere.

The rise in testing might also be catching more coronavirus cases. The rate of people testing positive has ticked up from 1.6 percent on Sept. 28 to 1.9 percent as of Thursday.

The greater Washington region reported 1,396 additional coronavirus cases and seven new deaths Monday. Virginia added 854 cases and three deaths, Maryland added 504 cases and four deaths, and D.C. added 38 cases and no deaths.

While the number of fatalities reported Monday was well below the region’s seven-day average of 19 deaths, it lifted the total number of deaths in D.C., Maryland and Virginia since the start of the pandemic to more than 8,000.

The rolling seven-day average of new daily infections across the region Monday stood at 1,651 cases — the highest since Sept. 18.

While caseloads have ticked upward, D.C. on Tuesday will begin to reopen a slate of gyms and indoor swimming pools at city-owned recreation centers. Residents must book 45-minute appointments up to seven days in advance to ensure social distancing.

Pools are available for reservation at six locations and fitness centers at 13 locations.

IKEA Sees Strong Demand for Work Desks and Kitchen Gear

IKEA reported a drop in annual sales blaming store closures early in the coronavirus pandemic but said consumers have flocked to its stores since lockdowns lifted to buy desks, chairs and kitchens.

About 75% of the furniture retailer’s stores were closed for between seven to 10 weeks because of coronavirus lockdowns. That resulted in visits to IKEA stores falling nearly 16% for its fiscal year, and lower revenue from its restaurants, which typically make up about 5% of sales.

Overall, Ingka Group—the largest IKEA franchisee and operator—on Tuesday reported sales of €35.2 billion, equivalent to $41.5 billion, for the 12 months to Aug. 31, down from €36.7 billion a year earlier. It didn’t disclose profit figures.

Chief Executive Jesper Brodin said in an interview that consumption trends around the world had been similar through the pandemic. Early on, shoppers bought desks, office chairs and cooking equipment. Interest then moved toward home organization items such as shelving and baskets. Demand for kitchens was also high, with people taking advantage of time at home to install them.

“Lately, we see a lot of interest in beautification,” said Mr. Brodin. “A lot of people are taking the opportunity to update their homes.”

The comments echo those from rival

Home Depot Inc.,

which in August posted its strongest quarterly sales growth in nearly 20 years, saying the home had never been more important to consumers than during the pandemic.

IKEA said online sales grew 60% and now make up 18% of the company’s overall revenue, up from 11% a year ago.

To meet surging online demand, IKEA repurposed its stores to act as fulfillment centers, rolled out click-and-collect at new locations and offered drive-through collection.

It also acquired Geomagical Labs, a startup whose imaging technology allows consumers to decorate and furnish 3-D representations of their homes. In China, IKEA began making its products available on

Alibaba Group Holding Ltd.

’s Tmall online marketplace—the first time they were sold on a third-party online platform.

IKEA said it had benefited from efforts under way before the pandemic to make its products more accessible to people living far away from its stores or who may not have the means to travel to them. Those include opening smaller, city-center stores and investing in improving its online delivery and click-and-collect services. Mr. Brodin said such efforts “suddenly became a survival line” once Covid-19 hit.

However, IKEA ran into trouble in the U.S., where online customers complained of struggling to place, track and receive orders. The company also said it had been caught off guard by level of demand, resulting in some products being temporarily unavailable.

In response, IKEA said it was working to make more products and speed up the time it takes to get these to stores.

DIY Boom Continues to Drive Demand for Home Improvement Stores

Home improvement stores are on track to permanently land in the essential services or daily needs category, which retail investors have focused on for years. This year, home improvement activity has increased dramatically, and 40% of consumers have indicated that they plan to continue home improvement projects beyond the recession, according to research from the NPD Group. The activity has driven home improvement store sales up 11% this year.

During the pandemic, home improvement stores have become the second fastest growing retail segment in both brick-and-mortar and online sales. In lawn and garden, tools, paint, kitchen and bath and hardware segments, each saw a double-digit increase in both online and in-store purchases. The average shopping trip also increased 10% compared to the average trip in 2019.

Home Depot Versus Lowe’s

Placer.ai, which also looked closely at shopping trends in the major home improvement brands, found that Lowe’s saw an early surge in sales in April, up 14.1% for the month. Home Depot on the other hand, didn’t see an increase in sales until May, when activity jumped 26%. In the same month, Lowe’s continued to outperform its competitor, seeing a 46.6% increase in sales. Lowe’s has continued to outperform Home Depot through the pandemic, although both have seen significant increased in activity and the gap narrowed. Notably, significant sales growth continued in June and July, well after home improvements’ normal peak season.

A Long Term Trend

Weekly visits have continued to show strong sales, all the way through early August, the most recent data available. According to Placer.ai, this indicates that the home improvement trend could be long term, as the NPD Group data also suggests. The activity has been driven in part by the fact that people are staying at home more, as well as by homeowners that may have had to delay new home purchases due to economic concerns. In place of upgrading or purchasing a new home, these homeowners are renovating. This latter trend is what may continue to drive home improvement activity beyond the pandemic.

For landlords, the strong sales activity has also translated to strong rent collections through the pandemic. In fact, home improvement collections have been on par with grocery rent collections at 97%, according to research from BTIG. Home improvement retailers have also continued leasing activity and expansion through the pandemic, another signal to landlords that the retail segment is a good bet for the future.

The White House’s involvement appears to go beyond the perfunctory review that agency officials had expected, and is likely to reinforce public concerns that a vaccine may be rushed to benefit the president’s reelection campaign. Polls show that the number of people who say they’re willing to take a coronavirus vaccine if it were available today has nosedived from 72 percent in May to 50 percent as of early this month, according to Pew Research Center, largely because of concerns that politics, rather than science, is driving the process.

Trump has repeatedly said a vaccine would be available by Election Day, or possibly sooner, worrying scientists that he might attempt to intervene in the review process. Companies will begin reporting safety and effectiveness data in coming weeks and months. And in conversations with some advisers, the president has directly tied the vaccine to his reelection chances, according to a senior administration official, who spoke on the condition of anonymity to discuss private deliberations.

The White House’s decision to weigh in on the FDA plan was assailed by former FDA commissioners who had served both Republican and Democratic presidents.

“I don’t know of any precedent where the White House asked to adjudicate scientific and clinical guidances, even in past public health emergencies,” said Scott Gottlieb, Trump’s first FDA commissioner. “To build trust among patients and providers, you wanted to leave these matters to the FDA process, which has a lot of rigor and integrity.”

Robert Califf, commissioner under President Barack Obama, said White House officials lack the expertise to assess the FDA’s safety protocols. “For the president to weigh in is not good,” he said, “and it sets a precedent, which is worrisome in many regards, and makes you worry about what he’ll do about the decision itself about individual vaccines.”

The push from the White House comes during a week in which top health administration officials, including FDA Commissioner Stephen Hahn, vowed there would be no political interference in the vaccine approval process and sought to boost public trust in the process.

So far, the White House has not asked the FDA to withdraw or change the guidance for an emergency authorization of the vaccine — a far quicker process than a formal approval that gives the FDA the flexibility to set a lower bar for safety and effectiveness. The agency expects to use the process because of the urgency of the situation. In a Wednesday phone call, White House Chief of Staff Mark Meadows told Hahn the agency had to provide the detailed justification for the guidance, according to two people familiar with the call who spoke on the condition of anonymity to discuss internal deliberations.
