House Democrats Unveil New $2.2T Proposal for Virus Aid | Business News

WASHINGTON (AP) — House Democrats unveiled a scaled-back $2.2 trillion aid measure Monday in an attempt to boost long-stalled talks on COVID-19 relief, though there was no sign of progress in continuing negotiations between House Speaker Nancy Pelosi and Treasury Secretary Steven Mnuchin.

The latest Democratic measure would revive a $600-per-week pandemic jobless benefit and send a second round of $1,200 direct payments to most individuals. It would scale back an aid package to state and local governments to a still-huge $436 billion, send a whopping $225 billion to colleges and universities, and deliver another round of subsidies to businesses under the Paycheck Protection Program.

The proposal represents a cutback from a $3.4 billion bill that passed the House in May, but remains well above what Senate Republicans are willing to accept. Republicans have endorsed staying in the $650 billion to $1 trillion range.

Pelosi said Monday that she remains in contact with Mnuchin, with whom she negotiated several earlier relief packages. The two spoke briefly on Sunday and Monday evening and are slated to talk again Tuesday morning, according to Pelosi spokesperson Drew Hammill.

“We’ve come down $1 trillion, and they need to come up because we have to crush this virus,” Pelosi said Monday on MSNBC. “It takes money to crush the virus. It takes money to make the schools safe. It takes money to put money in people’s pockets.”

Talks over the summer broke down in acrimony and name-calling, and conversations this month haven’t produced visible progress. Even if the rival sides could agree on a “top line” figure from which to negotiate details, dozens of difficult issues would remain to be sorted out.

For instance, Senate Majority Leader Mitch McConnell, R-Ky., is insisting that a liability shield against potential lawsuits brought against businesses, schools and universities that reopen during the pandemic be part of the legislation. Pelosi opposes the idea and didn’t include it in Monday’s legislation.

Democrats say the purpose of the new draft legislation is to show good faith and spark a more meaningful round of talks. But it also comes after party moderates and “front line” lawmakers in swing districts protested that Democratic leaders were being too inflexible.

Pelosi’s office has said she’s considering putting the new measure up for a floor vote if talks this week with the Trump administration prove fruitless.

“Democrats are making good on our promise to compromise with this updated bill, which is necessary to address the immediate health and economic crisis facing America’s working families right now,” Pelosi said in a letter to her colleagues. “We have been able to make critical additions and reduce the cost of the bill by shortening the time covered for now.”

Republican Bronwyn Haltom and Democrat Christine Morse are facing off to represent the 61st District in the Michigan House of Representatives.

Morse is a current Kalamazoo County commissioner representing District 9. She has a bachelor’s degree from Michigan State University and a law degree from Wayne State University Law School.

“Christine is Michigan native, former attorney, Kalamazoo County Commissioner, public school parent of 3, breast cancer survivor, and spouse of a Navy Veteran,” she said in her responses to the Vote411.org voter guide from the League of Women Voters.

Haltom Attended Kalamazoo Valley Community College and transferred to the University of Michigan, where she earned a bachelor’s degree.

U.S. business activity slows, house price inflation accelerates

WASHINGTON (Reuters) – U.S. business activity cooled in September, with gains at factories offset by a retreat at services industries, suggesting a loss of momentum in the economy as the third quarter draws to a close and COVID-19 lingers.

The economy’s recovery from the pandemic recession is losing speed as government financial help to businesses and the unemployed dries up. Federal Reserve Chair Jerome Powell told lawmakers on Wednesday that Congress and the U.S. central bank needed to remain focused on supporting the recovery.

“We need to stay with it … the recovery will go faster if there is support coming both from Congress and the Fed,” Powell said.

Data firm IHS Markit said its flash U.S. Composite PMI Output Index, which tracks the manufacturing and services sectors, slipped to a reading of 54.4 this month from 54.6 in August. A reading above 50 indicates growth in private sector output. Though the private sector continues to expand, this month’s dip in the index was in line with views that the economy’s momentum was ebbing.

Gross domestic product is expected to rebound at as much as a record 32% annualized rate in the third quarter after tumbling at a 31.7% rate in the April-June period, the worst performance since the government started keeping records in 1947.

The coronavirus crisis wiped out more than five years of growth, and economists are calling for another aid package from the government to help the fragile recovery. The economy slipped into recession in February.

“The question now turns to whether the economy’s strong performance can be sustained into the fourth quarter,” said Chris Williamson, chief business economist at IHS Markit, noting that the uncertainty over the Nov. 3 presidential election had also risen. “Risks therefore seem tilted to the downside for the coming months, as businesses await clarity with respect to both the path of the pandemic and the election.”

Moderation in business activity was not confined to the United States. Euro zone business growth ground to a halt this month amid a renewed downturn in the dominant services sector, a separate survey from IHS Markit showed on Wednesday.

Six months after the COVID-19 pandemic started in the United States, coronavirus cases remain high, with the death toll in the country exceeding 200,000 on Tuesday – by far the highest number of any nation.

The survey’s services sector flash PMI fell to 54.6 this month from a reading of 55.0 in August. Economists polled by Reuters had forecast a reading of 54.7 this month for the services sector, which accounts for more than two-thirds of the U.S. economy. The services industry has been hardest hit by the virus and remains below its pre-pandemic level.

A measure of service industry employment slipped this month.

In contrast, manufacturing firms signaled an acceleration in activity. The flash manufacturing PMI increased to 53.5 this month from 53.1 in August. Economists had forecast the index for the sector, which accounts for 11% of the economy,

House Backs Bill to Boost ‘Clean Energy,’ Enhance Efficiency | Business News

WASHINGTON (AP) — The House has approved a modest bill to promote “clean energy” and increase energy efficiency while phasing out the use of coolants in air conditioners and refrigerators that are considered a major driver of global warming.

The bill boosts renewable energy such as solar and wind power, sets stricter energy efficiency standards for buildings and authorizes grants to local communities for more efficient schools, homes and municipal buildings.

The House approved the bill, 220-185, Thursday, sending it to the Senate, where a separate energy bill is pending. The Senate bill, like the House measure, would phase out hydrofluorocarbons, or HFCs, that are used as coolants, after an internal dispute among Senate Republicans was resolved earlier this month. Use of HFC gases is being phased out worldwide.

“I want to give a clear-eyed assessment: This bill is not going to stop climate change,” said Rep. Paul Tonko, D-N.Y. “But it is a good opportunity to make good and sometimes necessary changes to programs, which might make it easier to do a bigger, more ambitious bill in the near future.”

The House bill, dubbed the “Clean Economy Jobs and Innovation Act,” would support clean energy technologies through research and development funding through the Energy Department. It also boosts electric cars and programs to finance clean energy projects.

Supporters said it would create well-paying jobs across the country and help the U.S. transition to a “clean energy future” that is less dependent on fossil fuels such as oil and natural gas.

The bill would authorize more than $36 billion to help speed up the electrification of the transportation sector and make electric cars an option for more communities. It also authorizes funding for “clean” school buses, electric vehicle charging equipment and other zero-emission vehicle programs.

Rep. Frank Pallone, D-N.J., chairman of the House Energy and Commerce Committee, said the legislation would “modernize our energy system, create jobs and take positive steps towards addressing the climate crisis.” He called it “one of the most impactful steps we can take now to create manufacturing jobs and boost our competitiveness, all while protecting our environment.”

Pallone said he and other lawmakers who pushed for the energy package tried to “move provisions we believe have a shot at becoming law this Congress” after negotiations with the Senate.

House Republicans disputed that, saying the bill would cost more than $135 billion while including no serious reforms.

“Don’t be fooled by its name — this bill has little to do with innovation and everything to do with House Democrats’ embrace of their high-cost Green New Deal,” Republican Reps. Greg Walden of Oregon, Rob Bishop of Utah and Frank Lucas of Oklahoma said in a joint statement. Walden is the top Republican on the Energy and Commerce panel, while Bishop leads the GOP on Natural Resources and Lucas is the top Republican on the House Science panel.

House Easily Passes Stopgap Funding Bill, Averting Shutdown | Business News

WASHINGTON (AP) — In a sweeping bipartisan vote that takes a government shutdown off the table, the House passed a temporary government-wide funding bill Tuesday night, shortly after President Donald Trump prevailed in a behind-the-scenes fight over his farm bailout.

The stopgap measure will keep federal agencies fully up and running into December, giving lame-duck lawmakers time to digest the election and decide whether to pass the annual government funding bills by then or kick them to the next administration. The budget year ends Sept. 30.

The 359-57 vote came after considerable behind-the-scenes battling over proposed add-ons. The final agreement gives the administration continued immediate authority to dole out Agriculture Department subsidies in the run-up to Election Day. House Speaker Nancy Pelosi, D-Calif., retreated from an initial draft that sparked a furor with Republicans and farm-state Democrats, who said she was interfering with the routine implementation of the rural safety net as low crop prices and Trump’s own tariffs slam farm country.

“It’s a big deal. This is cash flow to mom and pop businesses all over rural America,” said Texas Rep. Michael Conaway, top Republican on the House Agriculture Committee. “They get them every year in October. They come like clockwork.”

In talks Tuesday, Pelosi restored a farm aid funding patch sought by the administration, which has sparked the ire of Democrats who said it plays political favorites as it gives out bailout money to farmers and ranchers.

In return, Pelosi won COVID-related food aid for the poor, including an extension of a higher food benefit for families whose children are unable to receive free or reduced lunches because schools are closed over the coronavirus. Another add-on would permit states to remove hurdles to food stamps and nutrition aid to low-income mothers that are more difficult to clear during the pandemic.

The deal permitted the measure to speed through the House after a swift debate that should ensure smooth sailing in the GOP-held Senate before next Wednesday’s deadline. There’s no appetite on either side for a government shutdown.

On Monday, Democrats released a version of the stopgap measure that did not contain the farm bailout provision, enraging Republicans and putting passage of the measure in doubt. It became apparent that Pelosi did not have the votes to pass it — Senate Majority Leader Mitch McConnell, R-Ky., dismissed it as a “rough draft” — and negotiations continued.

Democrats complain that the Trump administration has favored southern states such as Georgia — a key swing state and home of Agriculture Secretary Sonny Perdue — and larger producers in distributing bailout funds. Farmers are suffering from low commodity prices and the effects of higher tariffs imposed by Trump. Trump announced a new $13 billion allotment of bailout funding at a political rally in Wisconsin last week.
