White House to Sharply Limit Access to Trump After His Return

(Bloomberg) — President Donald Trump returned to the White House Monday evening after three days of treatment for Covid-19 at a military hospital, and officials plan to significantly restrict physical access to him as he continues his recovery.

“The White House is taking every precaution necessary to protect not only him and the first family, but every staff member working on the complex,” spokesman Judd Deere said in a statement Monday night. He said that anyone who comes close to Trump would wear personal protective equipment.

Trump only said “thank you very much” to those gathered at Walter Reed National Military Medical Center before boarding the presidential helicopter for his return flight to the White House. Back at the residence, he walked up the South Portico stairs to the balcony, where he removed his mask, flashed thumbs-up with both hands and saluted for several seconds.

He did not appear to put his mask back on before walking into the residence. The show of defiance toward both the virus and public health measures to combat its spread was in keeping with the president’s tone earlier when he announced he would leave the Bethesda, Maryland, hospital.

In a video released shortly afterward, Trump said of the virus: “Don’t let it dominate you.”

“I knew there’s danger to it. But I had to do it. I stood out front. I led. Nobody that’s a leader would not do what I did. I know there’s a risk. I know there’s a danger. But that’s O.K. And now I’m better. Maybe I’m immune, I don’t know,” he said.

“Get out there, be careful,” Trump added. “The vaccines are coming momentarily.”

The president has received medical care unavailable to most people, including three powerful medicines and an airlift to and from the hospital. The virus has infected more than 7.4 million Americans and has killed more than 210,000 since February, including 475 on Sunday, according to data compiled by Bloomberg.

Trump will continue to get round-the-clock medical attention from his doctor and other health personnel at the White House, Deere said.

The president’s aides hope to keep him at the White House residence and away from the Oval Office but are uncertain how long that will last, according to people familiar with the matter.“We’ll be back on the campaign trail soon!!!” Trump tweeted before leaving the hospital.

“Over the past 24 hours, the president has continued to improve. He’s met or exceeded all hospital discharge criteria,” White House physician Sean Conley said at a briefing after Trump’s announcement.

Trump “may not entirely be out of the woods” but the rest of his care can safely be performed at the White House, Conley said.

The president received a fourth dose of an antiviral drug, Remdesivir, at Walter Reed before he was discharged and will get a fifth dose at the White House, his medical team said.

Inmate transfers for wildfires causing overcrowding and delays in medication, meals, bathroom access, families say

The state mismanaged its evacuation of 3,439 inmates who were moved in the last week from four minimum- and medium-security prisons in the Willamette Valley to prisons in Salem and Madras due to wildfire smoke, their attorneys said Monday.

Inmates with different security levels were mixed, leading to a rash of fights, the lawyers said. Guards were unprepared and used pepper spray to respond to rioting, adding the toxic chemical to prisons already filled with smoke from nearby fires, they said.

Inmates also didn’t get their medication on time, they said, and no meals were served for nearly 24 hours for women prisoners transferred out of Coffee Creek Correctional Institution.

Some inmates were forced to sleep on the floor, with little social distancing and increased risk of the coronavirus, according to family members.

Women transported in the middle of the night from Coffee Creek Correctional Institution sat on buses for hours, forcing them to urinate in their pants without access to bathrooms.

“Women were peeing in cups and throwing tampons and feces out the buses,” said Rod Richardson, whose wife Tammy Saylor was among those moved from the women’s prison in Wilsonville to Deer Ridge Correctional Institution in Madras. Once at Deer Ridge, she had to sleep on metal bed springs for hours before mattresses arrived, he said.

A group of attorneys representing inmates urged Gov. Kate Brown to release those who are medically vulnerable and are six months away from release.

“It appears as if there wasn’t a plan for this,” said attorney Tara Herivel, who described the Oregon Department of Corrections actions as extremely haphazard.

More than 180 habeas corpus court cases are pending across the state by inmates already arguing that the prison conditions are unsafe, increasing their risk of contracting the coronavirus.

Lawyers are expected to incorporate the latest prison evacuations and changes into those cases, pointing to the altered, deteriorating conditions as further examples of alleged “deliberate indifference” to inmates’ medical conditions and safety, Herivel said.

The Corrections Department “has not only abused and mistreated our clients and other Oregonians in prison, they have exposed them to a mass COVID contraction environment,” she wrote to state officials.

Jennifer Black, spokeswoman for the Corrections Department, said the agency recognizes that “life at some of our institutions is not ideal for those who live and work at them” because of the wildfire emergency.

“However, life and safety are our first priority and we will return to normal operations as soon as conditions allow.”

Inmates from the Oregon State Correctional Institution, the Santiam Correctional Institution and Mill Creek Correctional, which are all in Salem and sit closest to the mouth of the Santiam Canyon, were moved to the Oregon State Penitentiary, also in Salem, last week. The inmates from Mill Creek and Santiam are now back at those prisons, according to Black.

“But it’s the typical thing that the president does. He believes that he has nothing to hide. That’s the great thing about him is that he is willing to talk to anybody about any subject no matter how difficult,” Meadows added.

Meadow’s characterization of Trump’s openness came amid intense scrutiny the president faced on Wednesday after The Washington Post reported that Trump spoke with Woodward during 18 separate interviews in which the president acknowledged that he was downplaying the threat of the coronavirus to the public as early as February.

Host MacCallum asked Meadows if Trump’s comments about downplaying the threat of the virus are “problematic for the president.”  

“Well, I think any great leader, what they do is they take information that they have, they make sure that they vet it with, in this case, it was with their advisers, both doctors and those within the White House to actually make sure that we made prudent decisions,” Meadows responded 

“But what we — you don’t want to do is create panic. But at the same time, it was an all hands on deck. I can tell you, not only did that happen in January and February, but when I came on board in March, it was around-the-clock, vigilant effort to make sure that this president did everything he could to address it.”

He added that “what we know about the virus is different than what we knew at that time.” 

Meadows joined the White House as Trump’s fourth chief of staff in March, leaving his term as a congressman from North Carolina early. He was set to retire from Congress at the end of the year. 

Asked after the recordings with Woodward were released if he downplayed the virus or misled the public to avoid panic, Trump told reporters, “If you said in order to reduce panic, perhaps that’s so.”
