Unfortunately, most of these statements are pure PR and have no concerns with reality. At least two things prevent Israel from being #2 (after USA) in IT industry: high taxes and low quality standards. We started our company in Israel, but after all, we decided to move to the USA, because our customers won’t approve any software that is full of bugs. I was working as a project manager for a long time, so I know what I am talking about.

Just two examples: two websites of largest companies, choosen randomly. They are just examples, but we have the same situation for 90% of all other websites under .co.il.

As we can see, they have multiple notable errors and tons of small bugs (they can be found using debugger).
This situation applies not only to websites, but almost all software, including complex software for military purposes.
I was working for large software company, and I know how the process is actually going. Software is approved without / or minimal beta testing. Testing and fixing usually cost a lot of money, so no one will care about it.
Therefore, which quality of education / production we are talking about?
This is not a problem for local market: most ‘professionals’ just can’t imagine that their products could be better quality, because they have no examples to compare with, because all other products in this industry have the same quality.

How do I know that? I was working as freelance developer and consultant for many companies from US and UK.
